Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Education was
held on Thursday, April 7, 2005, in the Capitol Extension, Room
E1.028, at Austin, Texas.

The chair called the meeting to order at 8:35 a.m. The
following business was transacted:
The chair laid out SB 800 and recognized the author, Senator
Lucio, Jr., to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Shapiro moved that SB 800
be left pending; without objection, it was so ordered.
The chair laid out SB 996 and recognized Senator Williams, in
the absence of the author, to explain the bill. Witnesses
testifying and registering on the bill are shown on the attached
list. The chair moved that the public testimony be closed;
without objection, it was so ordered. Senator Shapiro moved
that SB 996 be left pending; without objection, it was so
ordered.
At 8:54 a.m. Senator West assumed the chair.

chair recognized Senator Lucio, Jr. to explain the difference
between the committee substitute and the bill as filed. Senator
Shapiro moved that SB 800 be left pending; without objection, it
was so ordered.
At 2:47 p.m. Senator West assumed the chair.
The chair laid out SB 959, pending business in the Committee,
and recognized the author, Senator Shapiro, to explain the bill.
Senator Shapiro sent up a committee substitute; the chair
recognized Senator Shapiro to explain the difference between the
committee substitute and the bill as filed. Witnesses
testifying and registering on the bill are shown on the attached
list. The chair moved that the public testimony be closed;
without objection, it was so ordered. Senator West moved that
SB 959 be left pending; without objection, it was so ordered.
Previously HB 2 was laid out in Committee. The Committee
Substitute was adopted at the April 5, 2005 Senate Committee on
Education Hearing.
Senator Shapiro explained to the Committee members the sections
in CSHB 2 to be discussed regarding students and teachers. The
provisions discussed were as follows:
Article 2- Education Excellence
Part A. Education Employee Quality
Part E. Dual Language Education Pilot Program
Section 2C.17 (Statewide Incentives)
Witnesses testifying and registering on the bill are shown on

At 4:32 p.m. Senator Janek assumed the chair.
At 4:45 p.m. Senator West assumed the chair.
The chair moved that the public testimony be closed; without
objection, it was so ordered.
Senator West moved that HB 2 be left pending; without objection,
it was so ordered.
There being no further business, at 5:16 p.m. Senator West moved
that the Committee stand recessed subject to the call of the
