Pursuant to suspension of Senate Rule 11.18, moved by Senator
Madla, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Wednesday, July 13,
2005, in the Senate Chamber - Chairman Madla's Desk, Austin,
Texas.

The chair called the meeting to order at 6:25 p.m. There being
a quorum present, the following business was transacted:
The chair laid out SB 77 and recognized the author, Senator
Jackson, to explain the bill. Senator Deuell sent up a
committee substitute; the chair recognized Senator Jackson to
explain the difference between the committee substitute and the
bill as filed. Senator Deuell moved adoption of the committee
substitute; without objection, it was so ordered. There were no
witnesses testifying or registering on this bill. The chair
moved that the public testimony be closed; without objection, it
was so ordered. Senator Deuell moved that SB 77 do not pass but
that CSSB 77 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 5 ayes, 0 nay, 0 present not
voting, and 0 absent.
The chair laid out SB 79 and recognized the author, Senator
Barrientos, to explain the bill. There were no witnesses
testifying or registering on this bill. The chair moved that
the public testimony be closed; without objection, it was so
ordered. Senator Wentworth moved that SB 79 be reported
favorably to the Senate with the recommendation that it do pass
and be printed. The motion carried with a record vote of 5
ayes, 0 nay, 0 present not voting, and 0 absent.
Senator Brimer assumed the chair.
The chair laid out SB 84 and recognized the author, Senator
Madla, to explain the bill. Senator Deuell sent up a committee
substitute; the chair recognized Senator Madla to explain the
difference between the committee substitute and the bill as
filed. Senator Madla moved adoption of the committee
substitute; without objection, it was so ordered. There were no
witnesses testifying or registering on this bill. The chair
moved that the public testimony be closed; without objection, it
was so ordered. Senator Wentworth moved that SB 84 do not pass
but that CSSB 84 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 5 ayes, 0 nay, 0 present not
voting, and 0 absent.
Senator Madla resumed the chair.
There being no further business, at 6:30 p.m. Senator Madla
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
