Pursuant to suspension of Senate Rule 11.18, moved by Senator
Madla, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Tuesday, April 19, 2005,
at the Senate Chamber - Chairman Madla's Desk in Austin, Texas.

The chair called the meeting to order at 1:24 p.m. There being
a quorum present, the following business was transacted:
The chair laid pending business SB 1018. Senator Deuell sent up
a committee substitute at the previous hearing on April 14,
2005. Senator Gallegos, Jr. moved adoption of the committee
substitute; without objection, it was so ordered. Senator
Gallegos, Jr. moved that SB 1018 do not pass but that CSSB 1018
be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote
of 5 ayes, 0 nay, 0 present not voting, and 0 absent. Senator
Gallegos, Jr. moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
The chair laid out pending business CSSB 1198. Senator
Gallegos, Jr. moved that SB 1198 do not pass but that CSSB 1198
be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote
of 5 ayes, 0 nay, 0 present not voting, and 0 absent. Senator
Gallegos, Jr. moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
Senator Wentworth and Senator Deuell asked for unanimous consent
to be shown voting aye on CSSB 1018; without objection, it was
so ordered.

moved that SB 1199 do not pass but that CSSB 1199 be reported
back to the Senate with the recommendation that it do pass and

explain the difference between the committee substitute and the
bill as filed. Senator Deuell moved adoption of the committee
substitute; without objection, it was so ordered. Senator

reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a record vote of 5

moved that the Committee stand recessed subject to the call of
