Pursuant to suspension of Senate Rule 11.18, moved by Senator
Madla, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Thursday, April 7, 2005,
at the Senate Chamber - Chairman Madla's Desk. Senator Madla
also moved to suspend Senate Rule 11.13 so the Committee could
meet during session.

The chair called the meeting to order at 1:02 p.m. There being
a quorum present, the following business was transacted:
The chair laid out pending business SB 854. Senator Brimer
moved that SB 854 be reported favorably to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 5 ayes, 0 nay, 0 present not
voting, and 0 absent. Senator Brimer moved that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
Senator Brimer assumed the chair.
The chair laid out pending business SB 1137. Senator Madla sent
up a committee substitute; the chair recognized Senator Madla to
explain the difference between the committee substitute and the
bill as filed. Senator Madla moved adoption of the committee
substitute; without objection, it was so ordered. Senator Madla
moved that SB 1137 do not pass but that CSSB 1137 be reported
back to the Senate with the recommendation that it do pass and
be printed. The motion carried with a record vote of 5 ayes, 0
nay, 0 present not voting, and 0 absent. Senator Madla moved
that the bill be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.
Senator Madla resumed the chair.
The chair laid out pending business SB 369. Senator Gallegos,
Jr. moved that SB 369 be reported favorably to the Senate with
the recommendation that it do pass and be printed. The motion
carried with a record vote of 4 ayes, 0 nay, 1 present not
voting, and 0 absent.
The chair laid out pending business SB 1421. Senator Gallegos,
Jr. moved that SB 1421 be reported favorably to the Senate with
the recommendation that it do pass and be printed. The motion
carried with a record vote of 5 ayes, 0 nay, 0 present not
voting, and 0 absent. Senator Gallegos, Jr. moved that the bill
be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.
The chair laid out pending business SB 1423. Senator Gallegos,
Jr. sent up a committee substitute at the previous hearing on
April 6, 2005. Senator Madla asked if there was objection to
the adoption of the committee substitute; without objection, it
was so ordered. Senator Gallegos, Jr. moved that SB 1423 do not
pass but that CSSB 1423 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 5 ayes, 0 nay, 0 present not
voting, and 0 absent. Senator Gallegos, Jr. moved that the bill
be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.
Senator Gallegos, Jr. requested to be shown voting aye on CSSB
1417 and CSSB 1335; without objection, it was so ordered.
There being no further business, at 1:09 p.m. Senator Madla
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
