         Pursuant to an announcement from the house floor on May 19,  
         2005, the House Committee on State Affairs met in a formal  
         meeting and was called to order by the chair, Representative  
         Swinford, at 12:00 p.m. 
          
         The roll was answered as follows:

                    Farrar; Keffer, Jim; Wong (6). 
          
         Absent:    Representatives Gattis; Martinez Fischer; Villarreal  
                    (3). 
          
         A quorum was present.

         The chair laid out HCR 208. 
          
         Representative Farrar moved that HCR 208, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:           Representatives Swinford; Miller; Cook, Byron;  
                         Farrar; Keffer, Jim; Wong (6). 
          
         Nays:           None (0). 
          
         Present, Not Voting:     None  (0).

         SB 1150 
          
         The chair laid out SB 1150. 
          
         Representative Keffer, Jim moved that SB 1150, without  
         amendments, be reported favorably to the full house with the  
         recommendation that it do pass and be printed. The motion  
         prevailed by the following record vote:

                         Keffer, Jim; Wong (5). 
          
         Nays:           Representative Farrar (1).

         At 12:02 p.m., on the motion of the chair and without objection,
