         Pursuant to a notice posted on March 28, 2006 and a revised  
         notice posted on April 12, 2006, the House Committee on  
         Licensing & Administrative Procedures met in a joint public  
         hearing with the Senate Criminal Justice Committee.  The House  
         Committee was called to order by the chair, Representative  
         Flores, and the Senate Committee was called to order by the  
         chair, Senator Whitmire, at 4:07 p.m. 
          
         The House Committee roll call was answered as follows: 
          
         Present:   Representatives Flores; Geren; Goolsby; Homer; Jones,  
                    Delwin; Quintanilla (6). 
          
         Absent:    Representatives Chisum; Hamilton; Morrison (3). 
          
         A quorum was present. 
          
         NOTE:  Senator Whitmire and Rep. Flores both shared chaired  
         duties
