Pursuant to a notice posted on April 22, 2005, the House
Committee on Licensing & Administrative Procedures met in a
public hearing and was called to order by the chair,
Representative Flores, at 4:37 p.m.
The roll was answered as follows:

Homer; Jones, Delwin; Morrison; Quintanilla (8).
Absent: Representative Chisum (1).
A quorum was present.
HB 3122
The chair laid out HB 3122.
The chair recognized Chairwoman Giddings to explain the measure.
Representative Homer offered a complete committee substitute.
The chair recognized Chairwoman Giddings to explain the
substitute.
The chair recognized Chairwoman Giddings to close on the
measure.
Representative Morrison offered an amendment to the committee
substitute.
The chair explained committee amendment #1.
The amendment was adopted without objection.
The chair directed the staff to incorporate the amendment into a
committee substitute.
Representative Jones, Delwin offered the complete committee
substitute.
The committee substitute was adopted without objection.
Representative Jones, Delwin moved that HB 3122, as substituted,
be reported favorably to the full house with the recommendation
that it do pass and be printed and be sent to the Committee on
Local and Consent Calendars. The motion prevailed by the
following record vote:
Ayes: Representatives Flores; Geren; Goolsby; Homer;
Jones, Delwin; Morrison; Quintanilla (7).
Nays: None (0).

By filling out and signing the witness affirmation form, the
