         Pursuant to a notice posted on May 6, 2005, the House Committee  
         on Human Services met in a formal meeting and was called to  
         order by the chair, Representative Hupp, at 12:02 p.m. 
          
         The roll was answered as follows:

         A quorum was present. 
          
         HB 420 
          
         The chair laid out HB 420 as pending business.  
          
         Representative Naishtat offered a complete committee substitute.  
          
         Representative Allen, Alma moved that HB 420, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:
