         Pursuant to a notice posted on February 18, 2005, the House  
         Committee on Human Services met in a public hearing and was  
         called to order by the chair, Representative Hupp, at 8:10 a.m. 
          
         The roll was answered as follows:

         Absent:    Representatives Davis, John; Naishtat; Reyna (3). 
          
         A quorum was present.

         At 9:56 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until upon adjournment. 
          
         The committee reconvened at 12:40 p.m. and was called to order  
         by the chair, Representative Hupp. The roll was answered as
