         Pursuant to a notice posted on May 8, 2006, the House Committee  
         on Higher Education and the House Appropriations Subcommittee on  
         Education met in a joint public hearing and was called to order  
         by the chairs, Representative Morrison and Representative  
         Kolkorst, at 8:21 a.m. 
          
         The roll was answered as follows:

         A quorum was present.

         objection, the meeting was recessed until 15 minutes after final

         Pursuant to an announcement from the House floor, the committee  
         reconvened at 12:51 p.m. and was called to order by the joint  
         chairs, Representative Morrison and Representative Kolkhorst.
