         Pursuant to an announcement from the house floor on May 9, 2005,  
         the House Committee on Higher Education met in a formal meeting  
         and was called to order by the chair, Representative Morrison,  
         at 4:02 p.m. 
          
         The roll was answered as follows: 
          
         Present:   Representatives Morrison; Goolsby; Brown, Fred;  
                    Dawson; Harper-Brown; Jones, Jesse; Rose (7). 
          
         Absent:    Representatives Gallego; Giddings (2). 
          
         A quorum was present. 
          
         HB 2221 
          
         The chair laid out HB 2221. 
          
         Representative Brown, Fred offered a complete committee  
         substitute.  
          
         The committee substitute was adopted without objection. 
          
         (Representative Giddings now present.) 
          
         Representative Brown, Fred moved that HB 2221, as substituted,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:           Representatives Morrison; Goolsby; Brown, Fred;  
                         Dawson; Giddings; Harper-Brown; Jones, Jesse;  
                         Rose (8). 
          
         Nays:           None (0). 
          
         Present, Not Voting:     None  (0).

         At 4:05 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
