         Operations met in a formal meeting and was called to order by  
         the chair, Representative Isett, at 1:45 p.m. 
          
         The roll was answered as follows:

         Absent:    Representatives Smith, Todd; Truitt (2). 
          
         A quorum was present.

         At 3:35 p.m., on the motion of the chair and without objection,
