         Pursuant to a notice posted on February 4, 2005, and revised on  
         February 8, 2005 and February 9, 2005, the House Committee on  
         Appropriations-S/C on Criminal Justice met in a public hearing  
         and was called to order by the chair, Representative Turner, at  
         8:03 a.m. 
          
         The roll was answered as follows:

         Absent:    Representative Pena (1). 
          
         A quorum was present.

         At 9:51 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until adjournment of the house. 
          
         The committee reconvened at 11:45 a.m. and was called to order  
         by the chair, Representative Turner. The roll was answered as
