Amend CSSB 6 as follows:                                                     
	(1)  On page 30, strike section 1.59(b), lines 41-52, and 
insert the following:
	(b)  The Health and Human Services Commission shall contract 
with the state auditor to perform on-site financial audits of 
selected contractors as needed subject to approval by the 
Legislative Audit Committee for inclusion in the annual audit plan 
under Section 321.013, Government Code.  The state auditor, with 
input from the Health and Human Services Commission, shall select 
the contractors based on the contract's risk assessment rating, 
allegations of fraud or misuse of state or other contract funds, or 
other appropriate audit selection criteria.  The state auditor 
shall include findings from the on-site financial audits in the 
annual report to the governor and other representatives of the 
state as required by Subsection (a).  In addition, the state auditor 
shall immediately report to the governor and each person listed in 
Subsection (a) any findings of fraud or other misuse of state or 
other contract funds.
	(2)  On page 30, line 57, add "and (b)" after "(a)".                           
	(3)  On page 31, lines 3 and 4, strike "The Health and Human 
Services Commission in coordination with".
	(4)  On page 31, line 4, strike the "," after "state 
auditor".
