Amend Amendment No. 5 by Naishtat as follows:                                
	(1)  In item 5 of the amendment (page 1, line 25) strike ". The 
first three regions must include" and substitute ", and shall 
consider including".
	(2)  In item 10 of the amendment (page 3, line 6) by striking 
"the remaining" and substituting "similar".
	(3)  In item 10 of the amendment (page 3, line 17) strike 
"may" and substitute "shall".
	(4)  In item 10 of the amendment (page 4, line 9) strike "may" 
and substitute "shall".
