Examine resources devoted to Return to Work (RTW) issues,including what
other state programs might be incorporated into the effort, problems
encountered by physicians and employers, ways to reduce time periods of
RTW, and comparing RTW in other states.  Study the potential impact on the
cost and quality of medical care through employer and/or insurance carrier
selection of initial treating doctor and change of doctor.
