Study the effectiveness of the State Office of Risk Management (SORM),
including the economic benefits, if any, of the inclusion of the UT System,
the A & M University System, the Texas Department of Transportation, and
the Employees Retirement System under SORM; costs or savings to the state
by allowing state agencies to self-insure; comparison of SORM with risk
management programs or systems of other states and effectiveness of same;
analysis of the state risk management system before and after the creation
of SORM.
