oversight, for the following agencies:

* Health and Human Services Commission
* Texas Department of Mental Health and Mental Retardation

                Invited and public testimony will be taken.

Interim Charge #2
Actively monitor the performance of state agencies and institutions,
including operating budgets and plans to carry out legislative initiatives
caseload projections, performance measure attainment and other matters
affecting the fiscal condition of the agencies and the state.
