Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Joint Select Committee on Public
School Finance was held on Monday, April 19, 2004, in the
Capitol Extension Auditorium at Austin, Texas.

Senator Shapiro called the meeting to order at 10:10 a.m. There
being a quorum present, the following business was transacted:
Senator Shapiro welcomed members of the Committee and introduced
Governor Rick Perry who addressed the Committee on his School
Finance Proposal.
Witnesses testifying and registering on the panel on educational
excellence incentives and education funding are shown on the
attached list.
At 1:10 p.m. Representative Grusendorf assumed the chair.
Witnesses testifying and registering on the panel on property
tax base are shown on the attached list.
Witnesses testifying and registering on the panel on equity are
shown on the attached list.
At 1:45 p.m. Senator Shapiro resumed the chair.
Witnesses testifying and registering on the panel on revenue
caps and property appraisals are shown on the attached list.
Witnesses testifying and registering on the panel on revenue
options are shown on the attached list.
At 4:15 p.m. Representative Hill assumed the chair.
At 4:40 p.m. Senator Shapiro resumed the chair.
Witnesses testifying and registering on the panel on job
creation and economic climate are shown on the attached list.
Witnesses testifying and registering on the Governor's School
Finance Proposal are shown on the attached list.
At 7:34 p.m. Senator Staples assumed the chair.
At 7:50 p.m. Senator Shapiro resumed the chair.
The chair moved that the public testimony be closed; without
objection, it was so ordered.
There being no further business, at 7:50 p.m. Senator Shapiro
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
