         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Health &  
         Human Services was held on Monday, May 24, 2004, in the Capitol  
         Extension E1.030 at Austin, Texas.

         A joint hearing of the Senate Committee on Health and Human  
         Services and the Senate Committee on Finance was held.   
         Chairwoman Nelson and Chairman Ogden shared presiding duties. 
          
         Chairman Ogden called the meeting to order at 1:00 p.m.  
          
         The Chairs opened the floor to invited testimony relating to the  
         Health and Human Services Committee's charge regarding the  
         implementation of HB 2292 and the Finance Committee's charge  
         regarding the implementation of Article II reorganization.   
         Witnesses testifying and registering are shown on the attached  
         list.   
          
         A quorum was established at 1:10 p.m. for both Committees. 
          
         At 3:35 p.m., Chairman Ogden moved that the Committees stand in  
         recess until 3:45 p.m.; without objection, it was so ordered.   
          
         At 3:45 p.m., the Committees reconvened.   
         Invited testimony resumed. 
          
         There being no further business, at 6:00 p.m. Chairman Ogden  
         moved that the Senate Committee on Finance stand recessed until  
         8:00 a.m., May 25, 2004, in room E1.036; without objection, it  
         was so ordered.  Chairwoman Nelson moved that the Senate  
  
         Committee on Health and Human Services stand recessed until 1:00  
         p.m, May 25, 2004 in the Senate Chamber; without objection, it  
         was so ordered.
