         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Criminal  
         Justice was held on Tuesday, February 11, 2003, in the Capitol  
         Extension, Room E1.016, at Austin, Texas.

         The chair called the meeting to order at 2:46 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The Chair laid out the proposed committee rules for  
         consideration.  Senator Ellis moved the adoption of the  
         committee rules.  There being no objection, it was so ordered. 
          
         Dr. Tony Fabelo, Executive Director of the Criminal Justice  
         Policy Council gave an overview on the state of the Criminal  
         Justice System. 
          
         Mr. Gary L. Johnson, Executive Director of the Texas Department  
         of Criminal Justice, and Mr. Brad Livingston, representing the  
         Texas Department of Criminal Justice, appeared as resource  
         witnesses and answered any questions that the members had. 
          
         At 4:25 p.m. Senator Ellis moved that the committee stand  
         recessed until subject to the call of the Chair; without  
         objection, it was so ordered.
