11.18, a public hearing of the Senate Committee on State Affairs
was held on Monday, September 20, 2004, in the Senate Chamber at
Austin, Texas.

The chair called the meeting to order at 9:09 a.m. There being
a quorum present, the following business was transacted:
Senator Duncan offered welcoming remarks and reviewed the
interim charges before the Committee.

At 9:43 a.m. the Committee recessed until 10:15 a.m.
The Chair called the meeting back to order at 10:35 a.m.
