         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Monday, May 17, 2004, in the Capitol Extension, Room  
         E1.028, at Austin, Texas.

         The chair called the meeting to order at 3:00 p.m.  The  
         following business was transacted:   
          
         Chairman Duncan offered opening comments including an overview  
         of the interim charge to be discussed (Interim Charge #2).
