         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Wednesday, April 30, 2003, in the Senate Chamber at  
         Austin, Texas.

         Chairman Ratliff called the meeting to order at 2:34 p.m., and a  
         quorum was established.   Chairman Ratliff announced that the  
         committee will begin taking testimony on the committee  
         substitute for HB 4 at 8:00 a.m., Monday, May 5, 2003.  Testimony  
         would be taken on the complete substitute, in other words, not  
         article by article.  Discussions would be confined to what was  
         in the substitute and the differences between the substitute and  
         HB 4.  Anyone testifying would be allowed to speak on all  
         interests. 
          
         The chairman then preceded to summarize each article of the  
         committee substitute.  At 2:55 p.m.,  the chairman concluded his  
         summary and announced that amendments to the substitute would  
         not be restricted.  In addition, the chairman indicated that  
         upon recess of the committee, copies of the substitute would be  
         available to anyone who wanted one (copies were provided to the  
         members at the beginning of the hearing). 
          
         There being no further business, Chairman  Ratliff moved that  
         the Committee stand recessed subject to the call of the chair.   
         Without objection, it was so ordered.
