Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Jurisprudence
was held on Wednesday, July 16, 2003, in the Capitol Extension
Auditorium at Austin, Texas.

The chair called the meeting to order at 1:05 p.m. There being
a quorum present, the following business was transacted:
At 1:05 p.m. Senator Duncan announced the committee would stand
recessed until 1:45 p.m.
At 2:00 p.m. the committee reconvened.
The chairman offered an opening statement. Senators Lucio,
West, and Gallegos offered opening statements.
At 2:30 p.m. Senator Duncan announced the committee would stand
recessed until 3:00 p.m.
At 3:00 p.m. the committee reconvened.
At 3:01 p.m. Senator Duncan announced the committee would stand
recessed until 4:30 p.m.
At 4:30 p.m. the committee reconvened.
At 4:31 p.m. Senator Duncan announced the committee would stand
recessed until 6:30 p.m.
At 6:37 p.m. the committee reconvened.
Senator Staples announced that he would work to have a map
available Thursday, July 17 at 9:00 a.m.
Public testimony on HB 3 resumed. Witnesses testifying and
registering on the bill are shown on the attached list.
There being no further business, at 6:54 p.m. the committee
stood recessed subject to the call of the chair.
