Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Finance was
held on Friday, March 28, 2003, in the Capitol Extension, Room
E1.036, at Austin, Texas.

The chair called the meeting to order at 8:07 a.m. The
committee was in recess. The following business was transacted:

Physical and Occupational Therapy Examiners - Committee adopted
workgroup recommendations.
Plumbing Examiners - Committee adopted workgroup
recommendations.
Podiatric Medical Examiners - Committee adopted workgroup
recommendations.
Examiners of Psychology - Committee adopted workgroup
recommendations.
Racing Commission - Committee adopted workgroup recommendations.
Real Estate Commission - Committee adopted workgroup
recommendations.
Securities Board - Committee adopted workgroup recommendations.
Tax Professional Examiners - Committee adopted workgroup
recommendations.
Department of Insurance - Committee's motion remained the same
in that the workgroup recommendations remained pending.
At 10:56 a.m. Senator Zaffirini assumed the chair.
At 11:02 a.m. Senator Bivins resumed the chair.
Public Insurance Counsel - Committee adopted workgroup
recommendations.
Board of Veterinary Medical Examiners - Committee adopted
workgroup recommendations.
Worker's Compensation Commission - Committee adopted workgroup
recommendations.
Research and Oversight Council on Worker's Compensation -
Committee moved to keep the Research and Oversight Council at
its full funding; there was no objection. Committee adopted a
rider to fund the Health Professions Council.
At 11:45 a.m. the chair moved to stand at ease for 15 minutes.
At 12:00 p.m. the Committee reconvened.

Workgroup presentation was given by Senator Ogden
Texas Aerospace Commission - Committee adopted workgroup
recommendations.

Department of Economic Development - Agency was left pending.
Department of Housing and Community Affairs - Committee adopted
workgroup recommendations but left three riders pending
regarding colonias, system benefit trust fund, and manufactured
housing.
Lottery Commission - Committee adopted workgroup recommendations
and added an additional rider from LBB.
Office of Rural Community Affairs - Committee adopted workgroup
recommendations with the exception of the colonias rider.
Texas Department of Transportation - Committee moved to leave
workgroup recommendations pending.
Senator Janek asked to reconsider the vote on the Aerospace
Commission. Senator Ogden moved to reconsider the vote on the
Aerospace Commission; there was no objection. Senator Janek
and Senator Nelson asked to be shown voting against the
workgroup recommendations for the agency; there was no
objection.
There being no further business, at 1:28 p.m. Senator Bivins
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
