         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Standing Senate Subcommittee on  
         Higher Education was held on Monday, July 19, 2004, in the  
         Capitol Extension, Room E1.036, at Austin, Texas.

         A joint hearing of the Senate Subcommittee on Higher Education  
         and the Senate Finance Committee was  held.  Chairs West and  
         Ogden shared presiding duties. 
          
         Senator Ogden called the meeting to order at 2:00 p.m. for the  
         Senate Finance Committee.  Senator West called the meeting to  
         order at 2:01 p.m. for the Senate Subcommittee on Higher  
         Education. 
          
         The following business was transacted: 
          
         Witnesses testifying and registering on funding for higher  
         education are shown on the attached list.   
          
         The clerk called a roll call for the Senate Subcommittee on  
         Higher Education.  A quorum was present for the Senate  
         Subcommittee on Higher Education. 
          
         Senator Averitt moved adoption of the minutes from the previous  
         hearing held on June 24, 2004; without objection, it was so  
         ordered.   
          
         Invited testimony resumed. 
          
         The chair moved that the invited testimony be closed; without  
         objection, it was so ordered.   
         There being no further business, at 4:19 p.m. Senator Ogden  
         moved that the Senate Finance Committee stand recessed subject  
         to the call of the chair.  Without objection, it was so ordered. 
  
         There being no further business, at 4:20 p.m. Senator West moved  
         that the Senate Subcommittee on Higher Education stand recessed  
         subject to the call of the chair.  Without objection, it was so  
         ordered.
