Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Standing Senate Subcommittee on
Higher Education was held on Monday, April 7, 2003, in the Betty
King Committee Hearing Room, 2E.20, at Austin, Texas.

The chair called the meeting to order at 4:11 p.m. There being
a quorum present, the following business was transacted:
Senator Averitt moved adoption of the minutes from the previous
hearing held on March 31, 2003; without objection, it was so
ordered.
There was no action taken for the following bill(s): SB 1079
The chair laid out SB 1292 and recognized the author, Senator
Ratliff, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator West moved that SB 1292
be left pending; without objection, it was so ordered.
The chair laid out SB 315 and recognized the author, Senator
Hinojosa, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator West moved that SB 315 be
left pending to await a quorum; without objection, it was so
ordered.
At 4:38 p.m. Senator Averitt assumed the chair.
The chair laid out SB 754 and recognized the author, Senator
West, to explain the bill. Senator West sent up a committee
substitute; the chair recognized Senator West to explain the
difference between the committee substitute and the bill as
filed. Senator West moved adoption of the committee substitute;
without objection, it was so ordered. Senator West requests to
leave SB 754 pending in order to lay out another bill.
At 4:49 p.m. Senator West resumed the chair.
The chair laid out SB 1128 and recognized the author, Senator
Bivins, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Van de Putte moved that
SB 1128 be reported favorably to the full committee with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 4 ayes, 0 nay, 0 present not
voting, and 1 absent.
At 4:53 p.m. Senator Averitt assumed the chair.
The chair laid out SB 754 which was left pending previously in
the hearing. Witnesses testifying and registering on the bill
are shown on the attached list.
At 4:59 p.m. Senator Van de Putte assumed the chair.
The chair moved that the public testimony be closed on SB 754;
without objection, it was so ordered. Senator West moved that
SB 754 be left pending; without objection, it was so ordered.
At 5:46 p.m. Senator West resumed the chair.
The chair laid out SB 1630 and recognized Senator Van de Putte,
in the absence of the author, to explain the bill. Witnesses
testifying and registering on the bill are shown on the attached
list. The chair moved that the public testimony be closed;
without objection, it was so ordered. Senator West moved that
SB 1630 be left pending; without objection, it was so ordered.
Upon arrival of a quorum, Senator Van de Putte moved that SB 315
be reported favorably to the full committee with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 3 ayes, 0 nay, 0 present not
voting, and 2 absent.
There being no further business, at 5:59 p.m. Senator West moved
that the Committee stand recessed subject to the call of the
chair. Without objection, it was so ordered.
