         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Education was  
         held on Monday, August 23, 2004, in the Capitol Extension, Room  
         E1.012, at Austin, Texas.

         The chair called the meeting to order at 9:29 a.m.  The  
         following business was transacted:   
          
         Witnesses testifying and registering on Charge #3 and Charge #4  
         are shown on the attached list.   
          
         At 1:22 p.m. Senator Janek assumed the chair.   
          
         At 2:03 p.m. Senator Shapiro resumed the chair.  
          
         At 2:03 p.m. there being a quorum present, the clerk called a  
         roll call. 
          
         Senator Zaffirini moved adoption of the minutes from the  
         previous hearing held on August 9, 2004; without objection, it  
         was so ordered.   
          
         Senator Zaffirini moved adoption of the Senate Education Interim  
         Committee Rules; without objection, it was so ordered. 
          
         The chair moved that the invited and public testimony be closed;  
         without objection, it was so ordered.  
          
         There being no further business, at 5:00 p.m. Senator Shapiro  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
