         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Education was  
         held on Thursday, April 22, 2004, in the Capitol Extension, Room  
         E1.028, at Austin, Texas.

         The chair called the meeting to order at 9:10 a.m.  There being  
         a quorum present, the following business was transacted:

         readiness are shown on the attached list.   
          
         At 9:59 a.m. Senator West assumed the chair.   
          
         At 10:01 a.m. Senator Janek assumed the chair.   
          
         At 10:12 a.m. Senator West assumed the chair.  
          
         At 10:49 a.m. Senator Shapiro resumed the chair.

         administrative efficiency are shown on the attached list.

         At 12:31 p.m. Senator West assumed the chair.   
         At 1:00 p.m. Senator Shapiro resumed the chair.

         At 2:05 p.m. Senator West assumed the chair.

         At 2:47 p.m. Senator Van de Putte assumed the chair.   
          
         At 2:56 p.m. Senator Shapiro resumed the chair.

         testimony be closed; without objection, it was so ordered.   
          
         There being no further business, at 5:08 p.m. Senator Shapiro  
         moved that the Committee stand recessed subject to the call of
