         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Administration was held on Tuesday, April 20, 2004, in the  
         Senate Chamber at Austin, Texas.

         The chair called the meeting to order at 12:18 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         At 12:20 p.m. Senator Whitmire assumed the chair.   
          
         The chair laid out SB 7 and recognized the author, Senator  
         Harris, to explain the bill. Senator Whitmire moved that SB 7 be  
         reported favorably to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 7 ayes, 0 nay, 0 present not voting, and 0 absent.   
          
         The chair laid out SJR 4 and recognized the author, Senator  
         Harris, to explain the bill.  Senator Whitmire moved that SJR 4  
         be reported favorably to the Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a record  
         vote of 7 ayes, 0 nay, 0 present not voting, and 0 absent.    
          
         At 12:24 p.m. Senator Harris resumed the chair.   
          
         There being no further business, at 12:25 p.m. Senator Harris  
         moved that the Committee be adjourned. Without objection, it was  
         so ordered.
