Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on
Administration was held on Thursday, May 22, 2003, in the Senate
Committee on Administration, in the Capitol Extension, Room
E1.714, at Austin, Texas.

The chair called the meeting to order at 6:30 p.m. There being
a quorum present, the following business was transacted:
The chair laid out HB 425 and recognized Senator Janek, in the
absence of the Senate sponsor, to explain the bill. Senator
Janek sent up a committee substitute; the chair recognized
Senator Janek to explain the difference between the committee
substitute and the bill as filed. Senator Hinojosa moved
adoption of the committee substitute; without objection, it was
so ordered. Witnesses testifying and registering on the bill are
shown on the attached list. The chair moved that the public
testimony be closed; without objection, it was so ordered.
Senator Hinojosa moved that HB 425 do not pass but that CSHB 425
be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote
of 4 ayes, 0 nay, 0 present not voting, and 3 absent. Senator
Hinojosa moved that the bill be recommended for placement on the
Local & Uncontested Calendar; without objection, it was so
ordered.
The chair laid out HB 778 and recognized Senator Harris, in the
absence of the Senate sponsor, to explain the bill. Senator
Hinojosa moved that HB 778 be reported favorably to the Senate
with the recommendation that it do pass and be printed. The

not voting, and 3 absent. Senator Hinojosa moved that the bill

The chair laid out the recommended list for the Local and
Uncontested Calender. There was discussion. Senator Hinojosa
moved that all bills be certified other than SB 911 and HB 2361.
SB 1219, HB 292, HB 1460, HB 2361, and HB 2940 passed on the
floor. HB 425, HB 778, HB 823, HB 1251, HB 2250, HB 2930, HB
3221, HB 3552, HCR 89, and HCR 254 were added. The motion
carried with a record vote of 4 ayes, 0 nay, and 3 absent.
Senator Hinojosa moved adoption of the minutes from the previous
hearing held on May 19, 2003; without objection, it was so
ordered.
There being no further business, at 7:05 p.m. Senator Harris
moved that the Committee be adjourned. Without objection, it was
