         Pursuant to a notice posted on March 16, 2004, the House  
         Committee on Urban Affairs met in a public hearing and was  
         called to order by the chair, Representative Talton, at 12:00  
         p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Talton; Van Arsdale; Menendez; Hunter;  
                   Wong (5). 
          
         Absent:   Representatives Bailey; Edwards (2). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 12:45 p.m., on the motion of the chair and without objection,  
         the meeting was recessed until 1:30 p.m., March 24, 2004. 
          
         The committee reconvened at 1:52 p.m. and was called to order by  
         the chair, Representative Talton. The roll was answered as  
         follows: 
          
         Present:  Representatives Talton; Van Arsdale; Menendez; Hunter;  
                   Wong (5). 
          
         Absent:   Representatives Bailey; Edwards (2). 
          
         A quorum was present.
