         Pursuant to a notice posted on March 16, 2004, the House  
         Committee on Urban Affairs and the Senate Committee on  
         Intergovernmental Relations  met in a joint public hearing and  
         was called to order by the chair, Representative Talton, at  
         10:04 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Talton; Van Arsdale; Hunter; Wong (4). 
          
         Absent:   Representatives Menendez; Bailey; Edwards (3). 
          
         A quorum was present.

         Relations) 
          
         (Representative Menendez now present.) 
          
         Testimony was taken.  (See attached witness list.) 
                                             
         At 11:52 a.m., on the motion of the chair and without objection,
