         Pursuant to a notice posted on February 7, 2003, the House  
         Committee on Urban Affairs met in a public hearing and was  
         called to order by the chair, Representative Talton, at 11:53  
         a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Talton; Van Arsdale; Menendez; Bailey;  
                   Edwards; Hunter; Wong (7). 
          
         Absent:   None (0). 
          
         A quorum was present. 
          
         Chairman Talton introduced committee members and discussed  
         committee procedures for the 78th Legislative Session. 
          
         Invited Testimony was taken.  (See attached witness list.) 
          
         At 12:54 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
