         Pursuant to an announcement from the house floor on May 22,  
         2003, the House Committee on State Affairs met in a formal  
         meeting and was called to order by the chair, Representative  
         Marchant, at 12:53 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Marchant; Madden; Davis, John; Cook,  
                   Byron; Goodman; Lewis; Villarreal (7). 
          
         Absent:   Representatives Elkins; Gattis (2). 
          
         A quorum was present. 
          
         SCR 45 
          
         The chair laid out SCR 45 as pending business.  
          
         Representative Marchant moved that SCR 45, without amendments,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Marchant; Madden; Davis,  
                             John; Cook, Byron; Lewis (5).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     Representatives Goodman; Villarreal   
                                  (2).  
           
         Absent:        Representatives Elkins; Gattis  (2).  
           
         SB 525 
          
         The chair laid out SB 525.  House Bill 1319, the companion to SB  
         525, had been previously considered by the committee. 
          
         The bill was left pending without objection.  
          
         At 12:59 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
