Pursuant to an announcement from the house floor on May 20,
2003, the House Committee on State Affairs met in a formal
meeting and was called to order by the chair, Representative
Marchant, at 2:36 p.m.
The roll was answered as follows:

Absent: Representatives Madden; Elkins; Lewis; Villarreal (4).
A quorum was present.

The chair laid out SB 19 as pending business.
Representative Goodman offered a complete committee substitute.
The committee substitute was adopted without objection.

Representative Goodman moved that SB 19, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed and be sent to the Committee on
Local and Consent Calendars. The motion prevailed by the
following record vote:

Byron; Elkins; Gattis; Goodman (6).
Nays: None (0).

The chair laid out SB 331 as pending business.
Representative Goodman moved that SB 331, without amendments, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the

The chair laid out SB 1155. House Bill 2765, the companion to
SB 1155, had been previously reported favorably by the
committee.
Representative Byron Cook moved that SB 1155, without
amendments, be reported favorably to the full house with the
recommendation that it do pass and be printed and be sent to the
Committee on Local and Consent Calendars. The motion prevailed
by the following record vote:
