Pursuant to an announcement from the house floor on April 25,
2003, the House Committee on State Affairs met in a formal
meeting and was called to order by the chair, Representative
Marchant, at 11:39 a.m.

Representative Goodman moved that HB 2174, without amendments,
be reported favorably to the full house with the recommendation
that it do pass and be printed and be sent to the Committee on
Local and Consent Calendars. The motion prevailed by the

substitute.
The committee substitute was adopted without objection.
