         Pursuant to a notice posted on February 11, 2003, the House  
         Committee on State Affairs met in a public hearing and was  
         called to order by the chair, Representative Marchant, at 5:05  
         p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Marchant; Madden; Davis, John; Cook,  
                   Byron; Elkins; Gattis; Lewis; Villarreal (8). 
          
         Absent:   Representative Goodman (1). 
          
         A quorum was present. 
          
         (Representative Goodman now present.) 
          
         Chairman Marchant introduced committee staff and discussed  
         committee procedures for the 78th Legislative Session. 
          
         At 5:21 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
