         Pursuant to a notice posted on February 12, 2004, the House  
         Committee on Public Health met in a public hearing and was  
         called to order by the chair, Representative Capelo, at 10:16  
         a.m. 
          
         The roll was answered as follows:

         Absent:   Representatives Laubenberg; Coleman; Dawson; Naishtat;  
                   Taylor; Zedler (6). 
          
         A quorum was not present. 
          
         Chair noted presence of Rep. Gene Seaman

         At 2:51 p.m., on the motion of the chair and without objection,
