Pursuant to a notice posted on March 7, 2003, the House
Committee on Public Health met in a public hearing and was
called to order by the chair, Representative Capelo, at 8:16
a.m.
The roll was answered as follows:
Present: Representatives Capelo; Laubenberg; Truitt; Dawson;
McReynolds; Zedler (6).
Absent: Representatives Coleman; Naishtat; Taylor (3).
A quorum was present.
The committee heard testimony from a witness who was invited to
give an overview of the Texas Department of Mental Health and
Mental Retardation.

At 9:58 a.m., on the motion of the chair and without objection,
the meeting was recessed until 30 minutes upon adjournment of
the Regular Session of the House, March 12, 2003.
The committee reconvened at 12:42 p.m. and was called to order
by the chair, Representative Capelo. The roll was answered as
follows:

Absent: Representatives Truitt; Coleman; Naishtat (3).
