Pursuant to a notice posted on February 28, 2003, the House
Committee on Public Health met in a public hearing and was
called to order by the chair, Representative Capelo, at 8:10
a.m.
The roll was answered as follows:
Present: Representatives Capelo; Coleman; Dawson; McReynolds;
Zedler (5).
Absent: Representatives Laubenberg; Truitt; Naishtat; Taylor
(4).
A quorum was present.
The chair called upon witnesses who were invited to give the
committee an overview of the Texas Department of Health.

The chair called upon witnesses who were invited to give the
committee an overview of the Office of Rural Community Affairs.
At 9:54 a.m., on the motion of the chair and without objection,
the meeting was recessed until, 30 minutes upon final
adjournment of the Regular Session of the House, March 5, 2003.
The committee reconvened at 12:10 p.m. and was called to order
by the chair, Representative Capelo. The roll was answered as
follows:
