Pursuant to a notice posted on February 14, 2003, the House
Committee on Public Health met in a public hearing and was
called to order by the chair, Representative Capelo, at 8:06
a.m.
The roll was answered as follows:
Present: Representatives Capelo; Laubenberg; Coleman; Dawson;
McReynolds; Taylor; Zedler (7).
Absent: Representatives Truitt; Naishtat (2).
A quorum was present.
The chair made opening and introductory remarks.
The chair called upon witnesses who were invited to give the
committee an overview of the Texas Health and Human Services
Commission.

At 9:56 a.m., on the motion of the chair and without objection,
the meeting was recessed until 15 minutes upon final adjournment
of the Regular Session of the House, February 19, 2003.
The committee reconvened at 11:39 a.m. and was called to order
by the chair, Representative Capelo. The roll was answered as
follows:

Examiners.

The chair laid out HB 6.
The chair recognized Representative Allen to explain the
measure.
Representative Laubenberg offered a complete committee
substitute.

The committee substitute was adopted without objection.
The chair recognized Representative Allen to close on the
measure.
Representative Truitt moved that HB 6, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following record vote:
Ayes: Representatives Capelo; Laubenberg; Truitt;
Coleman; Dawson; McReynolds; Naishtat;
Taylor; Zedler (9).
Nays: None (0).

without objection, the meeting was adjourned subject to the call
