formal meeting and was called to order by the chair,

Representative Quintanilla moved to reconsider the vote by which
HB3223, as substituted, failed. The motion to reconsider
prevailed without objection.
Representative Quintanilla moved to reconsider the vote by which
the substitute was adopted. The motion to reconsider prevailed
without objection.
The committee substitute was withdrawn without objection.
Representative Quintanilla offered a complete committee
substitute.
The committee substitute was adopted without objection.
Representative Quintanilla moved that HB3223, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following record vote:
Ayes: Representatives Hill; Hegar; Mowery;
Quintanilla (4).
Nays: Representatives McReynolds; Puente (2).

The chair laid out HJR4 as pending business.

be reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
