         Pursuant to an announcement from the house floor on April 17,  
         2003, the House Committee on Local Government Ways and Means met  
         in a formal meeting and was called to order by the chair,  
         Representative Hill, at 12:23 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Hill; Hegar; Laubenberg; Mowery (4). 
          
         Absent:   Representatives McReynolds; Puente; Quintanilla (3). 
          
         A quorum was present. 
          
         HB 1951 
          
         The chair laid out HB 1951 as pending business.  
          
         Representative Hegar offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Mowery moved that HB 1951, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Hill; Hegar; Laubenberg;  
                             Mowery (4).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None (0).  
           
         Absent:        Representatives McReynolds; Puente; Quintanilla  
                        (3).  
           
         At 12:23 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
