         Pursuant to a notice posted on February 26, 2003, the House  
         Committee on Land & Resource Management met in a public hearing  
         and was called to order by the chair, Representative Mowery, at  
         10:06 a.m. 
          
         The roll was answered as follows:

                   Guillen; Haggerty; Hochberg; Noriega (7). 
          
         Absent:   Representatives Pickett; Howard (2). 
          
         A quorum was present. 
          
         HB 783 
          
         The chair laid out HB 783 as pending business.  
          
         Representative Hochberg moved that HB 783, without amendments,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Mowery; Jones, Jesse;  
                             Goolsby; Guillen; Haggerty; Hochberg;  
                             Noriega (7).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).

         At 10:15 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 10:30 a.m., March 3, 2003.

         The committee reconvened at 10:40 a.m. and was called to order  
         by the chair, Representative Mowery. The roll was answered as  
         follows:

         Absent:   Representative Pickett (1). 
          
         A quorum was present. 
          
         The chair recognized Commissioner Jerry Patterson, General Land  
         Office, for invited testimony. 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 11:40 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
