         Pursuant to a notice posted on February 4, 2004, the House  
         Committee on Defense Affairs and State-Federal Relations,  
         Subcommittee on Homeland Security Strategy, met in a public  
         hearing and was called to order by the chair, Representative  
         Berman, at 1:00 p.m. 
          
         Present:  Representatives Berman; Campbell (2). 
          
         Absent:   Representative Moreno, Paul (1). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         Chairman Berman noted the presence of Rep. Gene Seaman who is a  
         member of the full Defense Affairs and State-Federal Relations  
         Committee, but not a member of the Homeland Security Strategy  
         Subcommittee. 
          
         At 3:45 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
