         Pursuant to an announcement from the house floor on May 24,  
         2003, the House Committee on Defense Affairs and State-Federal  
         Relations met in a formal meeting and was called to order by the  
         chair, Representative Corte, at 9:23 p.m.

         The chair laid out SB945. 
          
         Representative Corte offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Berman moved that SB945, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Corte; Campbell; Berman;  
                             Delisi; Seaman (5).  
           
         Nays:               Representative Mabry (1).  
           
         Present, Not Voting:     None  (0).

         At 9:27 p.m., on the motion of the chair and without objection,
