Pursuant to a notice posted on March 7, 2003, the House
Committee on Defense Affairs and State-Federal Relations met in
a public hearing and was called to order by the chair,
Representative Corte, at 8:07 a.m.
The roll was answered as follows:
Present: Representatives Corte; Campbell; Berman; Merritt;
Moreno, Paul; Noriega; Seaman (7).
Absent: Representatives Delisi; Mabry (2).
A quorum was present.
HB 11
The chair laid out HB 11 as pending business.
Representative Noriega moved that HB 11, without amendments, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following record vote:
Ayes: Representatives Corte; Campbell; Merritt;
Moreno, Paul; Noriega; Seaman (6).
Nays: None (0).
Present, Not Voting: None (0).
Absent: Representatives Berman; Delisi; Mabry (3).

The chair moved to reconsider the vote by which HB 11 was taken.
The motion to reconsider prevailed without objection.
Representative Noriega moved that HB 11, without amendments, be
reported favorably to the full house with the recommendation

At 9:57 a.m., on the motion of the chair and without objection,
the meeting was recessed until adjournment of the House Regular

The committee reconvened at 11:50 a.m. and was called to order
by the chair, Representative Corte. The roll was answered as
follows:
