a public hearing and was called to order by the chair,
Representative Corte, at 8:10 a.m.
The roll was answered as follows:

A quorum was present.
The chair directed that the February 27, 2003, minutes for the
House Committee on Defense Affairs and State-Federal Relations
be corrected. The corrected minutes were authorized without
objection.
